The unit that actually matters is the tool call
Plans are metered in tool calls, not questions, and one question is often several calls. "Summarize last week across all four platforms" is not one call. It is a handful of reads, and possibly a few more if the assistant decides to check something.
Read-heavy analysis burns an allowance faster than people expect, which is why a free tier is for evaluating rather than operating. Budget by workflow: a weekly cross-platform review costs a predictable number of calls, and a daily one costs roughly five times that.
Why percentage-of-spend pricing is a conflict of interest
Agencies and tools that take a cut of ad spend get paid more when you spend more. That is a straightforward misalignment, and it does not become acceptable because the percentage is small.
